a tutor should charge whatever is in line with his/her teaching abilities. I would say $20/ hr if you never taught before. and you are not a tutorial.

You have to decide why you are tutoring. Are you setting up your own business or just doing this on the side. I try to ask minimum wage for kids in school, but would ask more if I were tutoring a particularly difficult class such as college physics. You don't state what age group you are tutoring or subject. A lot depends on that and what your motivation for tutoring really is.
